Juan de la Cruz, 41, of Ceres, was arrested Friday morning after an officer interrupted him in the process of dealing with a methamphetamine pipe.
An officer was on patrol at 8 a.m. in the alley south of Spruce Avenue when he spotted de la Cruz bent over from the waist, manipulating something in his hands. As soon as the officer was spotted, de la Cruz threw an object over the fence into a backyard. That item later proved to be an uncapped hypodermic syringe.
De la Cruz was searched and found with two hypodermic needles, an empty half of an aluminum soda can with a ball of cotton which contained heroin. He was arrested and booked for possession of a controlled substance.
