Stockton mayor may overshadow Ceres mayor in congressional race

Former Stockton Mayor Kevin Lincoln is now running for the 13th Congressional District.

Ceres Mayor Javier Lopez now has some GOP competition in the race for the 13th Congressional District seat occupied by Democrat Adam Gray.

Former Stockton Mayor Kevin Lincoln has announced he is running for the 13th CD in next year’s mid-term election.

Lincoln previously unsuccessfully ran against Josh Harder in the 9th Congressional District. He is a pastor and served as mayor of Stockton from 2021 to 2025. In 2001, he joined the U.S. Marine Corps and served on Marine One during the George W. Bush presidency. He worked in Silicon Valley, for AlliedBarton from 2005 to 2008, Securitas AB from 2008 to 2009, and AlliedBarton again from 2009 to 2013. He then returned to Stockton and became executive pastor of LifeSong Church. 

Lopez, who was re-elected mayor of Ceres in 2024, announced his candidacy for Congress in April.
