Reports of a man being distraught and talking about killing himself and burning down the house prompted police to arrive on scene in the 2500 block of Park Street on Monday evening, April 20, and arrest him for drug paraphernalia possession.

Ceres officers went to the home after a 9:11 p.m. call to 911 for help. They found transient Paul Douglas Richard, 33, on the patio. He was patted down and found with a crack pipe. Richard was arrested and charged with possession of drug paraphernalia.
