A man who was passed out and slumped over the steering wheel of his car at Monterey Pine Avenue and Larian Way was arrested Sunday morning with drugs in his possession.

Police approached the car at 7:53 a.m. and noticed drug paraphernalia in the man's lap. The car was not running. A search of him turned up heroin in the right front pocket and a hypodermic syringe in the car.

He was arrested for possession of narcotics and drug paraphernalia.
