Terri Ferrell, 46, of Keyes, was witnessed by loss prevention officers concealing several T shirts in Walmart on Saturday evening. She went to the register to pay for other items but then returned to the men's department where she placed the T-shirts in a shopping bag and headed out the door.

Police were called to pick up Ferrell at 6:03 p.m. and a search turned up a small amount of heroin.

She was cited and released pending charges from the District Attorney's office for theft and possession of heroin. Sgt. Jose Berber said the passage of Proposition 47 last week have made it harder for police to do their job because standards for prosecutable thefts are a lot higher.
