A Ceres teenager was arrested late Sunday after an officer saw him spinning donuts behind a Hatch Road business close to where a homeless man was camping.

Officer Eric Souza was on patrol at 11:56 p.m. and saw the driver of a blue Ford Ranger pickup doing donuts behind the businesses at 1420 Hatch Road. Souza attempted to stop the driver who immediately fled through the parking lot onto Paramount Road. The truck turned onto Giddings Street and pulled into the parking lot at 1625 Richland Avenue and stopped.

Joseph Franklin, 19, of Ceres, quickly jumped out but was detained.

Franklin faces charges of reckless driving, evading a police officer and driving without a license.
