A 19-year-old Ceres man was arrested Friday morning as an officer found him passed out with signs that he had previously shot up with drugs.

At 9:45 a.m. Officer Carlos Quiroz was checking on a homeless encampment along the Hatch Road corridor and walked to the area of Joyce and Bystrum where he found Rafael Ayala, 19, passed out with a belt tied around arm and several hypodermic syringes close by.

He was cited for possession of drug paraphernalia and was released to his mother.
