In what was a very light agenda, the Ceres Planning Commission on Monday evening approved a Conditional Use Permit (CUP) so that a boutique hair salon may occupy an existing building in an industrial park.
The request is to allow Nava Hair Salon to operate entirely within an existing building with eight total tenant spaces on a parcel slightly larger than a half-acre at 991 Premier Drive. The site is on the corner of Farm Supply Drive and Premier Drive in southwest Ceres.
Aven Benedict, who holds a marketing degree with a real estate minor from California Baptist University, and a cosmetology license from California Beauty College, is the applicant.
Although the PC 50 District is industrial in nature, the proposed salon is generally considered a low-intensity use that is not expected to increase noise, traffic, odor, or have other potential conflicts with neighbors. Thus the city planning staff believes the proposed salon is consistent with the intent of the Planned Community district.
In the analysis of the project, the city staff report noted: “The proposed hair salon contributes to the diversification of economic activity within Ceres by introducing a personal service use into an existing industrial area. While industrial businesses remain the predominant land use, service-oriented uses such as salons add to the mix of employment opportunities and customer-serving amenities, strengthening the local economy. The salon will generate sales tax revenue, expand the range of available services for employees and residents, and enhance quality of life by providing a convenient local option for personal care.
“By occupying an existing building, the project leverages existing infrastructure and public services without requiring new public investment or expansion of facilities. The business will contribute to the city’s fiscal sustainability by generating sales tax revenue, business license fees, and other revenues, while not creating a significant demand for additional municipal services. This supports the city’s ability to maintain its facilities and infrastructure while diversifying its economic base.”
The salon hours of operation will be 9 a.m. to 5 p.m. daily.
No signage is permitted with the approval of this conditional use permit. Any proposed signage will be required to obtain a review through Planning and a building permit.
