James Casey has announced he will seek another term on the Ceres City Council next year.
Casey was elected to the District 1 seat on the Ceres City Council in a special September 2021 election to fill the unexpired term of Couper Condit who resigned. He was then re-elected in 2022, this time to a full-year term. His seat is up for grabs in the November 2026 general elections.
He, 76, filed his form 501 with the city clerk on October 30.
Casey and wife Kathy own Casey Moving Systems, a Ceres-based business he founded in 1975 and moved to Ceres in 1995.
“For the past several years, I’ve seen firsthand the fiscal instability the city of Ceres is facing, and I cannot in good conscience step away from the City Council when it so desperately needs the input of a fiscally conservative businessman,” said Casey.
“Year after year, our city leadership continues to pass unbalanced budgets, leaving us millions of dollars in debt and forcing us to draw from our reserves. This is wrong and not how a city should operate. We must find a way to pass a truly balanced budget — and that starts with us, the elected officials.”
Casey said he has consistently proposed cost-saving measures, including eliminating free health insurance and other “unnecessary” perks such as paid travel and personal development allowances for councilmembers.
A Vietnam veteran, Casey has been a Ceres resident since 1974. He and his wife, Kathy, have two children and five grandchildren.
Also up for grabs in November 2026 is the District 2 council seat occupied by Rosalinda Vierra. She was elected in 2022 when she defeated Paula Redfern (72.9 percent to 27.03 percent).
