A special public service was held Saturday morning at River Oaks Golf Course in Ceres for Councilman Robert "Rob" Lee Phipps. 44, of Ceres. He died unexpectedly on Sunday, Dec. 2, 2007.

Lakewood Funeral Home was in charge of interment at Lakewood Memorial Park.

Born Aug. 24, 1963, Mr. Phipps was a native of Fremont. He attended schools in Hickman prior to graduating from Ceres High School in 1981. Rob helped his father Jim Phipps build River Oaks Golf Course, where he was the general manager. Mr. Phipps was very active in the junior golf program there that started in 1993.

In 2001 Mr. Phipps was appointed to the Ceres City Council after spending two years on the Ceres Planning Commission. He was elected to the City Council in 2003 and re-elected in November. He was also the vice mayor of Ceres. His focus was on public safety, economic development and recreational opportunities for children.

He leaves behind his daughter, Lindsay Phipps of Modesto; his parents, Jim and Carol Phipps of Ceres; his sister, Janis Phipps of Hughson; his brother, Michael Phipps of Turlock; his son-in- law, Garrick Stillford of Modesto; two grandchildren, Alicia and Ian; and companion Gail Lambert of Ceres. He was preceded in death by two brothers, Douglas Alan Phippsin 2000 and William "Bill" Harry Phipps in 1995.
