Concern over dark tinting on windows of city vehicles

I have noticed a large number of city vehicles with tinted windows that include the street sweeper. There is an exemption for peace officers (California Vehicle Code 26708.7) since 2013 but I can’t seem to find one for the rest of the city vehicles. 

I do believe this puts enforcement officers and city staff in a compromising position when their windows are darker while citizens are being cited for this violation by all agencies surrounding our community.  I wonder how many citations our officers have issued in the last 12 months for illegally tinted windows.

What if there were to be an accident during darkness involving a city vehicle and the driver is called into question for reduced vision due to tinted glass? Big lawsuit could have been avoided. That situation could happen during day light hours too.
