Questioning the priority of city leaders following announcement of swim program cancellation

The City of Ceres has announced that it will not offer swim lessons or Family Aquatic Night in 2026, eliminating programs that have long served Ceres families and children. The announcement was made with little public explanation. Thank you to Councilmember Otero for taking the initiative to clarify, via social media, that the decision was based on “budget constraints.”

What is concerning is not only the lack of transparency but also the apparent priorities reflected in this decision. Community-based recreational programs, particularly those that promote youth safety and family engagement, appear to be among the first services cut. At the same time, the city continues to fund approximately $100,000 per year in premium health insurance benefits for part-time city councilmembers, as well as tens of thousands of dollars annually for elected officials’ training and travel.

For many years, the city of Ceres has struggled to produce a truly balanced budget, often relying on reserves to address ongoing deficits. If fiscal responsibility is the guiding principle, it is reasonable to ask why reductions are not first considered in elected officials’ own perks and benefits before programs serving children and families are eliminated.

Budget decisions reflect values. The removal of youth-focused recreational programs sends a troubling message about whose interests are being protected. To the mayor, council, and staff, I hope each of you finds it in your heart of public service to understand that the $100,000 earmarked for your premium health insurance could be better used elsewhere, and you should direct staff to correct this error on behalf of Ceres children and families who utilize this summer opportunity.
