Police arrested and booked a transient man who was sleeping in the alley behind businesses in the 1400 block of Hatch Road for drug possession on Tuesday evening, Nov. 18.

Cuom Phan, 36, was reported to police at 9:38 p.m. for sleeping on an old mattress covered by a blanket. When police arrived Phan appeared to be concealing something into his waistband. A search produced a bag of methamphetamine.
