Vandalism suspect arrested at Denny's

Police arrested a man who allegedly to a windshield wiper from one vehicle while throwing fingernail polish on a truck Friday morning.

Billy Laughlin, 32, of Modesto was pointed out to officers at 11:30 a.m. as he was in the Denny’s parking lot on Herndon Road south of Hatch Road. Witnesses said Laughlin, who was speaking gibberish and hard to understand, plucked the rear windshield wiper off one vehicle. He then reportedly started to open the engine compartment of a diesel truck. When the truck driver confronted him, Laughlin became upset and opened a bottle of fingernail polish and threw it all over the hood. 

Laughlin was arrested for vandalism and probation violation.
