Raquel Onelas, 31, of Modesto, was arrested Friday afternoon after she was seen flashing her breasts to traffic on Central Avenue and Darrah Street.

Onelas was arrested at 12:04 p.m. in the area of Darrah Street and Lois Way. Officers believed that she was under the influence of narcotics. She was taken to the County Jail on charges of indecent exposure and being under the influence.
