Riding his bicycle southbound on Central Avenue in the northbound lane earned Billy Howard, 43, of Modesto, the attention of an officer early Tuesday, June 9, and a citation for possession of a controlled substance.

Howard was stopped at 12:19 a.m. in the area of Central Avenue and Hollister Street. When the officer asked if he could search Howard's pockets, the suspect agreed. Inside of a cigarette pack was a plastic package containing methamphetamine. He was cited and released.
