Ceres City Manager Alex Terrazas has been placed on administrative leave as the City Council meets in closed session today to consider replacing him.

Mayor Javier Lopez told the Courier Thursday morning that Ceres Police Chief Rick Collins is serving as the acting city manager but wouldn’t comment further.

“I would love to be able to tell you why but I’m not sure what I’m allowed to say,” Lopez told the Courier when asked the circumstances of Terrazas’ employment.

The City Council is scheduled to meet in closed session at 4:30 p.m. to consider three items. One of the items is classified as the “discipline/dismissal/release” of a public employee and the last is appointment of an interim city manager.

Terrazas was hired as Ceres’ interim city manager in August 2021 after Tom Westbrook left for a position in Red Bluff. He previously has been let go as city manager of Los Banos. Terrazas was not formally made permanent city manager until the following year.
