Ceres resident Sheila Dominguez, 43, was arrested Thursday morning after she was seen pulling up her shirt and exposing her breasts to motorists while standing in traffic in the 1800 block of Richland Avenue.

Officer Jeffery Podvin was driving northbound on Richland to a call for service at 10:25 a.m. when he saw Dominguez standing in the southbound lanes as she fondled her breasts in front of cars. Podvin pulled over and approached Dominguez who appeared upset and began yelling obscenities at him. She said she was recently released from jail and was angry with someone and expressed sexually explicit thoughts.

She was arrested for indecent exposure and screamed profanities all the way to the jail facility. During booking, Dominguez was resistive and verbally combative with correctional staff.
