Billie was born Oct. 10, 1920 in Harper County, Kansas, to Kansas natives Blaine M. and Doris H. Walker Culver. Billie moved to California in the early 1940s. She spent years during World War II working in the aircraft industry. After the war Billie became a secretary for the Los Angeles school system. In the early 1950s she and her husband moved to Hughson and bought a farm, first as a small dairy and then farming peaches until she retired from farming. She continued to live on the farm until her death. While managing the farm she was also executive secretary at several agribusiness in the area. She retired in 1983. Billie passed away Sept. 25, 2012 in Modesto.

She is survived by stepdaughter Helen Innocente of New Jersey; two step-grandchildren living in California; and several nieces and nephews living in Kansas and Oklahoma. She was preceded in death by her parents, brothers Elwood Culver and Ray Culver and husband Floyd Carlson.
