With evidence of drug use scattered throughout his car, a 29-year-old Ceres man was arrested last week after he passed out and was slumped over the steering wheel.

Officer Tony Scopesi was dispatched to the 1200 block of Whitmore Avenue at 5:17 p.m. on Thursday evening where Sathaphone Manivongphaphonhsay was passed out in the driver seat. Officer Scopesi spotted marijuana on the floorboard. He woke Sathaphone, who had difficulty staying awake. When he got out of the vehicle, Officer Scopesi saw a plastic container containing suspected methamphetamine. Foil with burn marks, straws and other similar drug paraphernalia was also located. 

Manivongphaphonhsay was arrested on charges of possession of a controlled substance and possession of drug paraphernalia.
