On Monday evening at 11:30 p.m., Ceres Police Officer Kao Saechao noticed a man going through trash cans in front of homes on Central Avenue north of Hatch Road and recognized him as Andrew Payne, 34, who had an outstanding arrest warrant. Payne got onto a bicycle and began peddling fast away from Officer Saechao who was in pursuit with overhead emergency lights and giving commands to stop over the public address system. Payne was blocked by Officer Saechao’s vehicle and tried to run on foot but was captured.
Payne was booked into the Stanislaus County Public Safety Center on the warrant and a new charge of resisting arrest.
