A woman who said she was driving a stolen VW Passat on a test because she was thinking about buying one, was arrested on two charges Thursday afternoon.

Officer Ross Bays was on patrol at 12:43 p.m. in the area of Whitmore Avenue and Third Street when he located a 2014 VW Passat reported stolen in Modesto. Four additional police units arrived after the driver pulled into a parking lot where a high-risk traffic stop was made.

Lisa Mitchell, 47, a transient of the Modesto area, was charged with vehicle theft and being in possession of stolen property.
