Ceres Police arrested a 33-year-old Ceres man on Wednesday evening, March 4 because he showed obvious signs of drug impairment as he was screaming at people in a Hatch Road shopping center.

At 5:38 p.m., Officers Adam Hall and Alex Ochoa were sent to the shopping district in the 1600 block of Hatch Road to find the man who was yelling at people in the parking lot. They located Charles Phillip Powell, 33, of Ceres as he was screaming while pushing a Cost Less Foods shopping cart towards dd’s DISCOUNTS.

Powell displayed symptoms of drug use and start to walk away when Officer Hall began his investigation. Officer Hall told him to stop but the suspect took off running. 

After a short foot pursuit Powell was apprehended and arrested for resisting/delaying/obstructing an officer and public intoxication.
