Two charged in grand theft auto

Two persons were arrested riding in a stolen vehicle which was spotted by an officer speeding in the area of Service and Collins roads early Friday.

Officer Jesus Salinas was on patrol at 3 a.m. when he saw a silver-colored Honda Civic approaching at a high rate of speed. Salinas made a U-turn but was unable to catch up after the Honda made a turn onto Central Avenue and was out of sight. Officers Hector Pulido and Nicolas Welsh were in the area and heard Salinas’ radio transmission regarding the Civic and began checking the area. They located the Honda Civic parked on Industrial Way near Central Avenue. Jeffrey Richmond, 40, of Ceres and passenger Jennifer Stroud, 42, of Riverbank were arrested because the car was stolen from a Stockton owner. They were both charged with grand theft auto and possession of stolen property.
