Two persons were arrested as they on their way to returning a victim's stolen cell phone for money on Monday evening.

A man whose phone had been stolen somehow made contact with the person who had it and made an agreement to "buy" it back at an exchange at around 5 p.m. at a church at Hatch and Moffet roads. Police were advised to stand by during the exchange. Police stopped the vehicle that matched the suspect's vehicle and the occupants were interrogated and lied about their true identities. Officers located the stolen cell phone, a sawed-off shotgun and methamphetamine.

"We believe the suspects were there to possibly rob the victim of even more money," said Police Chief Brent Smith.

Billy McCoy, 36, of Modesto, was arrested on charges of possession of stolen property, possession of a sawed-off shotgun and possession of methamphetamine.

Cynthia Woody, 28, of Modesto, was arrested for giving false information to police, violation of probation and possession of a sawed-off shotgun.
